Inició su carrera a finales de la década de los años 1980 como intérprete de música folclórica, logrando obtener en 1993 el reconocimiento de “Mejor Cantante de Música Criolla”. A nivel internacional, participó en el Festival OTI de la Canción de 1994 con la melodía Enfurecida, obteniendo el tercer puesto; esta composición le valió una nominación para el premio ACCA de la Asociación de Compositores de Miami. En el año 2001 formó una orquesta compuesta de dieciséis músicos.

Algunas canciones de su repertorio comprenden: Como no voy a decir, Enfermo de amor, El barinés, Ella o él, La diosa y el pecador, Cuando vuelvas, Romance quinceañero, Gracias a ti, Linda mujer de mi pueblo, Potro, Sabana y amor y Enamorado de ti.

En 1994 da su primer salto internacional al representar a Venezuela en el Festival OTI de la Canción celebrado en la ciudad de Valencia, España, donde conquistó el tercer lugar con «Enfurecida». Con esta pieza Luis Silva y el creador del tema Joel Leonardo estuvieron nominados al premio ACCA que otorga la Asociación de Compositores de Miami. Con el disco internacional, Luis Silva logró cosechar grandes éxitos dentro y fuera del país. La versión del famoso tema del cantante argentino, Leo Dan «Te he prometido» ocupó el sitial de honor en las carteleras radiales, así como también la pieza «La Distancia y tú» que sirvió de marco musical de la telenovela “Volver a vivir” de RCTV.
