As well as being a member of the UNICEF Advisory Council in Mexico and Goodwill Ambassador. He is the brother of 1960s rock and roll singer Ricardo Roca, first voice of the group Los Hooligans.<\/div>\n

C\u00e9sar Costa was born in Colonia Condesa in the Mexican capital in 1941, being of Mexican descent on his paternal side and Belgian and German on his mother’s side.<\/div>\n

He studied primary and secondary school at the German School and Law at the National Autonomous University of Mexico.<\/div>\n
